Good-natured and a bit dopey, Billy's curiosity tends to get him into trouble he can't get out of by himself. Billy enjoys the company of Mandy and Grim and would do just about anything for them. Mandy is not afraid to share her opinion and usually gets what she wants through the sheer force of will. A creature of logic and order, Mandy loves power and control. Together, Billy and Mandy cause all kinds of mayhem and comedy in the town of Endsville and beyond. They commonly encounter supernatural creatures from the Underworld, mythological figures and magical artifacts, with hilarious results.

Overview[]

In Cartoon Network Punch Time Explosion XL, Billy and Mandy are starter characters who team up to form a single character with many quick and powerful attacks. Their bio states them as a tandem force with good range and power. However, they also have some of the fastest moves in the game making them a lot stronger than intended.

Billy and Mandy come equipped with arguably the best Punch Time Explosion in the game, killing as early as 70% and giving the pair a 1.5x damage buff making their already fast cube generation even faster.

Billy and Mandy are small characters that come equipped with many ranged attacks that cover more area than the characters themselves. Two of Billy and Mandy's most infamous moves are the neutral and down signatures. Neutral signature is an average projectile that becomes a problem when boosted by PTE, dealing 15% and dropping 4 power cubes each hit, making Billy and Mandy gain their Punch Time Explosion very fast. Neutral signature tends to be Billy and Mandy's earliest kill move. With this in mind that makes their projectile, a ranged option, the earliest kill move which is further aided by how fast the projectile can be fired. With the damage buff, it becomes even more deadly and is one of the strongest projectiles in the game and THE strongest uncharged projectile in the game, sans Ultimate Kevin.

Down signature already deals great damage and drops 4 power cubes. In addition, it can sometimes hit and combo into itself multiple times at low percents giving Billy and Mandy cubes incredibly quick as well. Down signature also covers a large area over their body, and as a result, a cheesy strategy to win would be zoning with neutral signature, and using down signature if the opponent approaches closely. It is also generally incredibly tough to approach Billy and Mandy from above, as the down signature will very likely hit any approaching foes.

Billy and Mandy have some of the quickest knockout attacks in the game, down knockout dealing the most out of all of them. Down knockout is also capable of comboing into itself at lower percents giving them yet another 4 power cubes per hit.

Up air has deceivingly long range and outranges many down airs. It can hit with itself spawning 2 power cubes per hit, and 4 per hit if a Punch Time Explosion was used. Side air also reaches long lengths and can hit multiple times, carrying foes off-stage. Down air knocks opponents into the ground and can be followed up with many moves.

If Billy and Mandy don't know how to maintain their range or get too greedy they could fall apart easily. Faster rushdown character like K'nuckles may give a bit of trouble for Billy and Mandy though they do outrange K'nuckles easily as he has no projectile. Characters that outrange Billy and Mandy will also give them a hard time, the most notable example ironically being Grim.

Bio[]

Billy and Mandy are neighbors who live in Endsville. Billy is essentially as dim-witted as Mandy is smart. The two make life miserable for the Grim Reaper on a daily basis, which is intentional from Mandy's perspective, and unintentional through Billy's numbskullery. Billy and Mandy also appeared in three TV movies based on the show.

In PTE, Billy and Mandy are a tandem force with good range and power.

Explanation[]

These stats are provided in the game in character bios. They do not affect gameplay at all and can sometimes be misleading or need an explanation.

  • Irwin and Spinner are slow moves. Their run speed is average. They probably forgot to change this stat during development honestly. Billy and Mandy have some of the fastest attacks in the game. 4/5 would be a better reflection of speed.
  • Billy and Mandy have below average killing and damage power akin to a 2/5 character. In Super form, they deal tremendous damage akin to a 5/5 character. As a result it can be tough giving a better reflection of their power.
  • Billy and Mandy have aerial attacks that are overall average in speed but below average in damage. They can use down signature to hit opponents in the air. Their recovery is quite exploitable and doesn't travel very far. With all of this in mind, 1/5 would be a better reflection of air.
  • Billy and Mandy have many tools that can keep opponents away and multiple disjointed hitboxes due to using weapons.

  • Neutral: Mandy swings a bat (two hits for some reason) dealing 1% (2% in super form), Billy swings a mallet dealing 2% (4% and creates 1 power cube in super form), then both spin around with their respective weapons dealing 4% (6% in super form). This last hit creates 1 power cube.
  • Running: Billy slips dealing 6%. Creates 1 power cube. (9%, 2 power cubes in super form)
  • Up: Billy swipes his hammer upward dealing 9%. Creates 2 power cubes. (13%, 3 power cubes in super form)
  • Down: Mandy punches dealing 6%. Creates 1 power cube. (9%, 2 power cubes in super form)
  • Throw: Mandy reaches out with both arms. Deals 4% when thrown (7% in super form).

Knockout Attacks[]

  • Side: Billy and Mandy both swing their respective weapons forward which ends in a collision. Deals 13%/19% (uncharged/charged) Creates 3 power cubes uncharged, and 4 from 14% and above. (Always 4 in super form. Deals 19%/28% uncharged/charged)
  • Up: Billy and Mandy both hop up and raise their weapons dealing 12%/17% (uncharged/charged). Creates 3 power cubes from 12%`13% and 4 power cubes at 14% and above. (Always 4 in super form. Deals 18%/26% uncharged/charged.)
  • Down: Billy and Mandy smash the ground with their weapons dealing 14%/20% (uncharged/charged). Creates 4 power cubes. (Deals 21%~31% in super form)

Aerial Attacks[]

  • Air Neutral: Billy and Mandy do a flurry of punches which deal 3% each hit. (Creates 1 power cube in super form. Deals 5%)
  • Air Side: Billy and Mandy do a weird rolling motion forward with their weapons dealing 7%. Creates 1 power cube. (10%, 2 power cubes in super form)
  • Air Up: Mandy raises Billy upward as Billy sticks his mallet in the air. Deals 10% and creates 2 power cubes. (15%, 4 power cubes in super form)
  • Air Down: Billy and Mandy poke their weapons downward dealing 7%. Creates 1 power cube. (10%, 2 power cubes in super form)

Signature Attacks[]

Neutral: Booger

  • Billy shoots out a booger from his nose much to Mandy's disgust. Deals 10% and creates 2 power cubes (15%, 4 power cubes in super form)

Side: Irwin

  • Irwin literally appears out of nowhere while Mandy throws him, much to Billy's excitement. Deals 8% and creates 2 power cubes. (12%, 3 power cubes in super form)

Up: Swing Billy

  • Mandy grabs Billy and swings him around which allows them to elevate upwards. Deals 9% and creates 2 power cubes per hit. (13%, 3 power cubes in super form)

Down: Zombie

  • Mandy holds up some kind of remote control which opens a portal where two skeleton arms reach out. Deals 14% (21% in super form) and creates 4 power cubes. Billy cowers when this move is used, although this has no effect on the move and is for aesthetic purposes.
    • This move destroys projectiles. It can hit two times and start a combo from this second hit.

Punch Time Explosion: Chicken Ball Z[]

Billy punches Mandy while screaming which causes Mandy to transform into her super form and throw Billy away, which in turn causes Billy to transform and both begin fighting each other. They collide with each other many times causing explosions that damage your opponents. The first explosion deals 50%, while consecutive explosions may deal around 44%~49%. Billy and Mandy themselves deal a currently incalculable amount of damage (close to 20%) with no knockback whatsoever. Each explosion creates 4 power cubes.

After the PTE is finished they keep their costumes until they get knocked out. While in this form all of their moves deal 1.5x more damage than their normal forms and generate even more power cubes than normal making them more broken than they already are.

Synergy: Cheese[]

Cheese and Billy start screaming like a bunch of mad men much to Mandy's annoyance. Mandy and co. can move around the stage freely with invulnerability. Pressing an attack will cause Cheese to scream and Billy to scream "DESTROY US ALL!!" Deals 15% and creates 4 power cubes.

Trivia[]

  • Leftover unused graphics leads to believe that at least Mandy was originally intended to be a singular character. This is also evident when using knockout attacks, as the special charge effects appear only around Mandy.
  • Oddly, The punch particle of Mandy's down normal attack will always go to the left no matter which direction Billy and Mandy are facing.
  • Oddly, rolling, spot dodging, and air dodging will not grant Billy and Mandy invulnerability.
